Public Notice of the Draft Environmental Impact Assessment for the 100,000-Ton-Per-Year Waste Organic Solvent Treatment Project of Guangdong Enbo Renewable Resources Development Co., Ltd.
In accordance with the Environmental Impact Assessment Law of the People’s Republic of China, the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment), and the relevant provisions of the Announcement on the Release of Supporting Documents for the Measures for Public Participation in Environmental Impact Assessment, and in order to ensure that the public is fully informed about and supportive of the construction of this project, the following key environmental information pertaining to the project is hereby made public:
I. Basic Information on the Construction Project
Project Name: 100,000-Ton Per Year Waste Organic Solvent Treatment Project of Guangdong Enbo Renewable Resources Development Co., Ltd.
Project nature: New construction
Construction Address: Plot JN04-20A, Jingnan Sub-Park of the Chaozhou Hanjiang Industrial Park, Tiepu Town, Xiangqiao District, Chaozhou City
Project Scope: The total investment for the project is RMB 320 million, of which approximately RMB 3.2 million is allocated to environmental protection measures. The project covers a land area of 41,109.91 square meters and has a total floor area of 35,849.63 square meters. Key facilities to be constructed include an integrated building, a distillation workshop, a Class A workshop, a Class A warehouse, utility rooms, a gatehouse, and other supporting public infrastructure. In addition, four sets of waste organic solvent treatment units will be introduced. Upon completion, the project will have an annual processing capacity of 100,000 tons of waste organic solvents, with disposal classified under HW06—waste organic solvents and waste containing organic solvents (categories 900-402-06)—and HW12—dye and paint wastes (category 264-013-12).
II. Potential Environmental Impacts of the Construction Project and Proposed Mitigation Measures
Wastewater: The project’s wastewater includes distillation wastewater, equipment cleaning wastewater, alkaline spray wastewater, vehicle washing wastewater, ground flushing wastewater, and domestic sewage. Production wastewater is treated at the project’s on-site wastewater treatment station before being discharged to the Fengquan Lake Wastewater Treatment Plant, while domestic sewage is treated in a three-stage septic tank before being discharged to the Fengquan Lake Wastewater Treatment Plant.
Waste Gases: ① Non-condensable waste gases generated by this project are treated via “RTO regenerative thermal oxidation” to meet emission standards and then discharged through a 22-meter-high exhaust stack (DA001); ② Waste gases from Class A warehouses are treated by “alkali scrubbing + dry filtration + activated carbon adsorption” to meet emission standards and then discharged through a 15-meter-high exhaust stack (DA002); ③ Waste gases from the distillation workshop (including fugitive emissions from sealed-point leaks) are treated by “alkali scrubbing + dry filtration + activated carbon adsorption” to meet emission standards and then discharged through a 22-meter-high exhaust stack (DA003); ④ Waste gases generated by the project’s on-site wastewater treatment station are dispersed through natural ventilation and emitted in an uncontrolled manner. Implementation of the above measures will minimize the impact of the project’s waste gas emissions on the surrounding environment.
Noise: By implementing sound insulation, vibration reduction, noise suppression, and optimized equipment layout, this project ensures that noise levels at the plant boundaries on the east, south, west, and north sides all comply with the Class 3 limit values specified in the Environmental Noise Emission Standard for Industrial Enterprise Boundaries (GB 12348-2008), thereby minimizing the impact on the surrounding acoustic environment.
Solid Waste: Municipal domestic waste, after collection, shall be uniformly transported by the sanitation department. Distillation residues, spent activated carbon, waste packaging materials, sludge from the wastewater treatment station, oil-contaminated rags and gloves, and waste engine oil are classified as hazardous waste. The project proponent shall, in strict accordance with the requirements of the relevant authorities, establish designated storage facilities for hazardous waste, implement comprehensive measures to prevent leakage, spillage, and environmental contamination, and, following centralized collection, regularly entrust such waste to qualified hazardous-waste disposal units for proper treatment.
III. Main Conclusions of the Environmental Impact Assessment
If the project proponent implements the pollution-control measures outlined in this report, ensures adequate funding for such measures, adheres to the “three simultaneous” requirement for integrating pollution-control projects with the main construction works, and strengthens the operation and management of pollution-control facilities and equipment, then the completion of this project will not have any significant adverse impacts on the surrounding environment. Furthermore, the site selection for this construction project is appropriate, and the project is technically and economically feasible.

VII. Methods and Channels for Public Submission of Comments
During the public notice period, members of the public may submit completed public opinion forms and other relevant materials to the project proponent by mail or email to express their views and suggestions on the environmental impacts of this project. When submitting such opinions, the public is required to provide valid contact information. Public participation is encouraged to be conducted under real names, with the provision of a permanent residential address.
